12 Sep, 2022 News Image Export policy of broken rice amended to ensure adequate domestic availability: Shri Sudhanshu Pandey.
Shri Sudhanshu Pandey, Secretary, Department of Food & Public Distribution (DFPD), Ministry of Consumer Affairs and Food & Public Distribution, today emphasized that in order to ensure adequate availability of broken rice for consumption by domestic poultry industry and for other animal feedstock; and to produce ethanol for successful implementation of EBP (Ethanol Blending Programme) program, Government has amended the export policy of broken rice. He said this while briefing the Media today.

About 50-60 LMT of broken rice is produced annually in India which is mainly used as poultry feed and feed for other animals. It is also used as a feedstock by the grain based distilleries for producing ethanol which is supplied to Oil Marketing Companies (OMCs) for blending with petrol.

Need for amendment:

Significant rise in export of broken rice: There has been a rise in global demand for broken rice due to geo-political scenario which has impacted price movement of commodities including those related to animal feed. The export of broken rice has increased by more than 43 times in past 4 years (~21.31 LMT exported from April-August, 2022 compared to 0.41 LMT in the same period in 2018-19).

Meet domestic requirement under Ethanol Blending Programme: Sugar based feed stocks alone cannot meet the requirements of 1100 crore litres of ethanol for 20% ethanol blending by 2025. Since Ethanol Season Year (ESY) 2018-19, India has allowed grain based ethanol and in ESY 2020-21 has also allowed Food Corporation of India to sell rice to ethanol plants for fuel ethanol production. However, in the current ESY 2021-22, against the contracted quantity of 36 crore litres, only about 16.36 crore litres (till 21.08.2022) have been supplied by distilleries due to low availability of broken rice for ethanol production.

Contain impact on poultry sector due to rising prices: Domestic price of broken rice, which was ~Rs. 16/Kg in the open market has increased to about Rs. 22/Kg in States because of exports due to higher international prices. Poultry sector and animal husbandry farmers were impacted the most due to price hike of feed ingredients as about 60-65% inputs cost for poultry feed comes from broken Rice and any increase in prices will be reflected in poultry products like Milk, Egg, Meat etc.

Domestic production scenario of Rice: The likely shortfall in area and production of Paddy for the Kharif season 2022 is 6% approx. The final area for Kharif in 2021 was 403.58 lakh ha. So far an area of 325.39 lakh ha has been covered. In domestic production 60-70 LMT estimated production loss is anticipated but due to good Monsoon rains in some pockets, the production loss may reduce to 40-50 LMT, however, this would be at par with last year’s production.

The domestic prices of Rice are showing increasing trend and it may continue to increase due to low production forecast by about 10 MMT of Paddy and 11% increase in export of Non basmati compared to corresponding period of last year.  However, with export of 212 LMT last year, it can be said that India is still surplus in rice production.

Amendment in export policy of Broken Rice:In order to ensure adequate availability of broken rice for consumption by domestic poultry industry and for other animal feedstock; and to produce ethanol for successful implementation of EBP program, Govt. of India has amended the export policy of broken rice (under HS Code 10064000) w.e.f  9th Sep, 2022 from 'Free' to 'Prohibited' as per Notification No. 31/2015-2020 dated 8th Sep, 2022 with certain relaxations during the period 9th-15th Sep, 2022 only for cases where loading of consignment has commenced before this Notification, shipping bill is filed and vessels have already berthed or arrived and anchored in Indian ports and their rotation number has been allocated before this Notification, consignment has been handed over to the Customs before this Notification and is registered in their system

Amendment in export policy of Non Basmati Rice (Others) (HS Code 1006 - 3090), Rice In Husk (Paddy Or Rough) (HS Code 1006 – 10), Husked (Brown Rice) (HS Code 1006 – 20), Non Basmati Rice (Parboiled Rice) (HS Code 1006 – 3010)

International price of Indian rice (non-basmati others HS Code 10063090) is selling around Rs. 28-29/kg which is higher than the domestic price. An export duty of 20% on Rice in Husk (Paddy or Rough), Husked (Brown Rice) and Semi-milled or Wholly milled Rice whether or not polished or glazed other than par-boiled rice and basmati rice has been imposed by the Government. This would lead to lowering of prices of rice.

No change in Export policy of Non Basmati Rice (Par Boiled Rice) and Basmati Rice

The government has not made any changes in the policy relating to par-boiled rice (HS CODE = 1006 30 10) so that farmers continue to get good remunerative prices. Further, dependent and vulnerable countries will have adequate availability of par-boiled rice as India has significant share in the global rice export.

Similarly, no change in policy in Basmati rice (HS CODE = 1006 30 20) has been done as basmati rice is premium rice which is majorly consumed by the Indian Diaspora in different countries and its export quantity is very less compared to other rice.

Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal said that fruitful discussions had been held over the course of the Indo-Pacific Economic Framework (IPEF) Ministerial meeting to bring together a group of likeminded, rules-based, transparent countries with a shared interest in an open Indo-Pacific region.

Highlighting that India had engaged very exhaustively in all the various streams of discussion, Shri Goyal said that on three out of four pillars related to supply chains, tax and anti-corruption and clean energy, India was comfortable with the outcome and text and have joined the declaration.

On one pillar, which deals primarily with trade, the Minister said, the contours of the framework - particularly on commitments required on environment, labour, digital trade and public procurement — are still emerging.

We have to see what benefits member countries will derive and whether any conditionalities on aspects like environment may discriminate against developing countries who have the imperative to provide low cost and affordable energy to meet the needs of our growing economy, the Minister said.

Shri Goyal also underscored that India was in the process of firming up our own digital framework and laws, particularly regarding privacy and data and said that therefore India, while continuing to engage with the trade track in the IPEF, will wait for the final contours to emerge. In the meantime, officials will be participating in the discussions with an open mind and in the best interest of the people and businesses in India, he added.

Responding to a query, the minister said that certain responsibilities of the developed world should also be an integral part of any such agreement and that is a matter that will require deeper engagement.

Shri Goyal also complimented all the member countries for the speed with which, from launch in May 2022 to first ministerial laying down the broad contours of future engagements have been drawn up in September. The Minister also complimented the US and both the US Commerce Secretary Gina Raimondo and US Trade Representative Ambassador Katherine Tai for their unwavering commitment in making IPEF a success and for the inclusive nature of discussions that we have had. They have both been very supportive to India throughout the discussions and negotiations, he said.

The Minister expressed confidence that together this group of 14 countries will define the rules of trade among countries which believe in fair play, transparency and rules-based trading in the future.

Shri Goyal also met Australian Trade Minister Don Farrell on the side-lines of IPEF meet in Los Angeles today.

'Our trade and investment ties have strengthened with the signing of Economic Cooperation and Trade Agreement. Discussed ways to further boost bilateral trade & cooperation under the IPEF', he tweeted.

The Minister interacted with Coordinating Minister of Economic Affairs of Indonesia, Airlangga Hartarto on the side-lines of the Ministerial meet.

'Discussed expanding bilateral trade & investment under IPEF, giving further impetus to economic cooperation between India & Indonesia', the Minister tweeted.

Shri Goyal also visited the Los Angeles Port, one of the busiest seaports in the world.

'It is the right time to invest in India's ports sector that is being expanded & upgraded to strengthen logistics. India & US look to deepen trade & investment ties & build resilient global supply chains', he tweeted.

Jaishankar, who reached Riyadh on Saturday, is on a three-day visit to Saudi Arabia – his first as External Affairs Minister.

He addressed diplomats at the Prince Saud Al Faisal Institute of Diplomatic Studies in Riyadh on Sunday, where he 'underlined the importance of India-Saudi strategic relationship at a time when the world is at crossroads'.

'Our collaboration holds promise of shared growth, prosperity, stability, security and development,' he said in a tweet.

At an interaction with the Indian community on Saturday, Jaishankar hailed the ties between the two countries, and said Saudi Arabia was 'very helpful' during the Covid-19 pandemic.

'We saw our international friendships also deliver at that point of time… Saudi Arabia was very helpful and provided supplies of oxygen. Two years of Covid are when the country was tested but we came through,' he said.

Talking about the current geopolitical situation, he said the world is facing many challenges, like rising food, oil and shipping prices due to the Ukraine crisis. 'But we are still very confident that India will be the fastest growing major economy in the world this year. We will get at least 7 per cent growth,' he said.

He said India’s economic recovery after Covid was worth studying. Stating that many countries spent a lot of money during the Covid period, he said, 'I would say, like a knee-jerk…they were in a hurry to respond to the crisis situation. So they did not… necessarily use their funds and resources wisely.'

During his visit, Jaishankar co-chaired with his Saudi Arabian counterpart, Prince Faisal bin Farhan Al Saud, the first ministerial meeting of the Committee on Political, Security, Social and Cultural Cooperation (PSSC), established under the framework of the India-Saudi Arabia Strategic Partnership Council.

During FY22 (April-December), bilateral trade was valued at $29.28 billion. During this period, India’s imports from Saudi Arabia were valued at $22.65 billion and exports to Saudi Arabia were worth $6.63 billion.

The 2.2-million-strong Indian community is the largest expatriate community in Saudi Arabia, according to the Indian embassy.

In Riyadh, Jaishankar also met with the Gulf Cooperation Council (GCC) Secretary-General Nayef Falah Mubarak Al-Hajraf – the two leaders signed an MoU on the mechanism of consultations between India and the six-nation regional bloc.

'Exchanged views on the current regional and global situation and the relevance of India-GCC cooperation in that context,' Jaishankar tweeted after the meeting.

The GCC is a regional, intergovernmental, political, and economic union comprising Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

India’s ties with the GCC suffered a setback in June this year following the remarks on the Prophet by now-suspended BJP spokesperson Nupur Sharma.

12 Sep, 2022 News Image Partnership between India and Indian diaspora all over the world to truly help us fast-track India s journey to being a developed nation: Shri Piyush Goyal.
Union Minister for Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal today said that the partnership between India and Indian diaspora all over the world will truly help us fast-track India’s journey to being a developed nation. He was interacting with media in Los Angeles today, the last day of his visit to the US.

Speaking of the interactions he had in the US with business persons and investors from the Indian community, the Minister said that they had shared their experiences and given a lot of suggestions which served as food for thought. Shri Goyal expressed confidence that they would be stakeholders in India’s growth story with a sense of duty in giving back to their motherland. Members of the diaspora are generally very successful in their chosen profession. Each one of them have made a mark in the society and economy of the United States, he said.

Responding to a query, the Minister said that there were a number of suggestions relating to some role that the government could play in connecting ideas and entrepreneurs from US to stakeholders in India. The Minister explained that India already had two initiatives, Invest India which handholds investors from around the world and a very vibrant Start Up India team which supports start-ups in India, helping them connect with investors in India and abroad and setting up incubators, accelerators, training and skilling facilities.

Referring to the proposed restructuring of the Department of Commerce, Shri Goyal said that the setting up of a trade promotion body akin to Invest India with some flavours of independence and autonomy was being mulled over. It would serve as a facilitation unit which would promote trade from India, he said and added that together, these investment promotion and trade facilitation bodies would make a significant difference in the outreach India has been trying to do.

Pointing out that the start-up initiative he had launched in Palo Alto—SETU held tremendous potential, the Minister expressed confidence that once the idea gathered steam across sectors, it will definitely help us mentor and support start-ups even in tier 2 and 3 cities and remote areas. We have many young people with bright ideas on ways to make life easier for common man. I am sure this SETU will help them by connecting entrepreneurs and ideas with investors, he said.

Earlier in the day, he has visited Shree Swaminarayan temple in Los Angeles and interacted with the business community of southern California.

The Minister concluded his US visit with a meeting with Venture Capitalists and representatives of Singularity University in San Francisco.

09 Sep, 2022 News Image India to seek review of trade pact with Japan, says Piyush Goyal.
India will seek a review of its free trade agreement with Japan during a meeting between Commerce and Industry Minister Piyush Goyal and his Japanese counterpart in Los Angeles on Thursday.

Nishimura Yasutoshi is the Japanese Minister of Economy, Trade and Industry.

In such reviews, normally two countries seek more market access for their respective domestic products and resolve issues which are hindering trade.

'I think that's quite long overdue and I am going to raise that issue with my counterpart from Japan. He has just taken over some time back as a new minister. So I will be taking up that issue,' Goyal told reporters here when asked if a review of the free trade agreement (FTA) with Japan is on the cards.

India and Japan had implemented the Comprehensive Economic Partnership Agreement (CEPA) in August 2011.

The review assumes significance as domestic steel producers have time and again complained of surge in imports of steel products like hot-rolled steel and other variants from Japan.

Goyal said the Australian parliament is expected to approve the trade pact by the end of this year on trade with Australia.

Australia's new trade minister Don Farrell is visiting India later this month to discuss trade and other issues.

'He has assured me that they are very pleased with the outcome of the Indo-Australia negotiations and the free trade agreement that we finalized , and that they (Australia) will be putting it through parliament soon. And I am told the tentative timelines... end of this year, it will be cleared through their parliament,' he said.

The pact was signed in April. When asked about the issues which could come up in his meeting with US Trade Representative Katherine Tai, he said there are no immediate areas of concern between the US and India.

'We have very good and strong business relations. They are our largest trading partner. We do a lot of work for American companies. There's a lot of investment flow from America to India. So broadly, we keep exchanging notes on different issues, international trade. It (the meeting) is just a follow up on that. There's no immediate agenda,' Goyal said.

Observing that a lot of the start up ideas that are developed in India have the cosy comfort of a large domestic market and may not have engaged with the rest of the world as much as they could, Shri Goyal emphasised on the need to have more opportunities for our  Indian Startup ideas to reach out to the global market and added that there can be no better place than Silicon Valley to go global.  Recognizing the need for international engagement to expand, Shri Goyal noted that no country in the world has become a developed without significantly expanding engagement with the rest of the world. We need to engage with the world otherwise we will miss the bus, he added.

Talking about the transformation that has taken place in the way of functioning of the Government of India, Shri Goyal said we are trying to move away from red tapism, which existed in the past. Old ways of working are giving way to technology and transparency in a big way, bringing in honesty in the system, he added. The Government of India is trying to look at every single opportunity to make a conducive business environment. The approach of the government is based on more proactive engagement with people on ground, bringing in greater degree of policy certainty & predictability and making regulatory processes more aligned to what is happening in developed economies.

Speaking about the Government's focus on providing good infrastructure across India especially remote and inaccessible areas, Shri Goyal referred to the recent Cabinet decision to provide network connectivity in the remaining 25000 remote villages. On Exports, Shri Goyal said, India achieved the highest ever Goods and Services export of USD 675 billion last fiscal year, and added that this year we hope to cross USD 750 billion.

The Amrit Kaal till 2047 when we celebrate 100 years of India’s Independence, Shri Goyal said, is going to be the defining period of India’s journey towards becoming a developed nation and bringing prosperity to every single person residing in India. The Indian diaspora has a very important role to play in this journey because they recognise talent, new ideas and innovation, guide and support and finance them.
