President Droupadi Murmu on Tuesday said Maldives has a special place in India's neighbourhood first policy and the peoples of the two countries have enjoyed strong cultural, economic and trade ties for centuries.
 
Welcoming Maldivian President Ibrahim Mohamed Solih at the Rashtrapati Bhavan here, Murmu said she was happy to receive a close friend of India and an eminent leader under whose leadership Maldives has emerged as a stable and prosperous nation.
 
Solih, who arrived here on Monday on a four-day visit, called on President Murmu.
 
She said Maldives is a major partner and close friend of India in the Indian Ocean region.
 
'The peoples of the two countries have enjoyed strong cultural, economic and trade ties for centuries. Maldives has a special place in India's 'neighbourhood first policy',' Murmu was quoted as having said in a statement issued by the Rashtrapati Bhavan.
 
The President said the rapid expansion of India-Maldives development cooperation, defence and security initiatives, economic ties and people-to-people contact augurs well for India's relationship with the government and people of Maldives.
 
She said she was happy to note that India's need-based financial and development assistance is supporting the Maldives government's development priorities, it said.
 
President Murmu appreciated the courage and perseverance of the government and people of Maldives during the COVID-19 outbreak.
 
'She was happy to note that the strong India-Maldives cooperation during the pandemic has been lauded as a model for the entire region,' the statement said.
 
President Murmu noted that capacity building has emerged as a major pillar in the India-Maldives partnership.
 
She expressed confidence that MoUs signed during this visit will further strengthen capacity building initiatives in Maldives, it added.
 
India and Maldives on Tuesday inked six agreements to expand cooperation in a range of areas including cyber security, with Prime Minister Narendra Modi announcing a USD 100 million financial aid to help the island nation complete certain infrastructure projects.

As per latest Annual Survey of Industries(ASI) 2018-19, the total output in food processing sector has been increased from Rs. 9,34,272.19 crore in 2014-15 to Rs.12,76,995.11 crore in 2018-19 at the Compound Annual Growth Rate of 8.13%. The number of persons engaged in the registered food processing sector increases from 17.73 lakh in 2014-15 to 20.05 lakh in 2018-19.As per the National Sample Survey (NSS 73rd round 2015-16), a total of 51.11 lakh persons are engaged in the unincorporated/unregistered food processing sector.
 
The efforts being made for promoting exports of processed food products are:
 
(i) A comprehensive 'Agriculture Export Policy' has been introduced to harness export potential of Indian agriculture.
 
(ii) Products Specific Export Promotion Forums set up by Agricultural and Processed Food Products Export Development Authority (APEDA) to give impetus to the export of potential products as well as to remove the bottlenecks in the supply chain.
 
(iii) APEDA has also formed Export Promotion Forums (EPFs) for the products, viz., Grapes, Onions, Mango, Banana, Pomegranate, Floriculture, Rice,Dairy Products and Nutri cereals.
 
(iv) A Farmer Connect Portal has been set up for providing a platform for farmers, Farmer Producer Organizations (FPOs) and cooperatives to interact with exporters.
 
(v) Assistance provided through several other schemes to promote exports, including food export, viz. Trade Infrastructure for Export Scheme (TIES), Market Access Initiatives (MAI) Scheme, Remission of Duties and Taxes on Exported Products (RoDTEP), Export Promotion schemes of APEDA &Marine Products Export Development Authority (MPEDA) etc.
 
(vi) Under the Production Linked Incentives (PLI) scheme for food products, marketing and branding support is provided by MoFPI for enhancing global visibility of Indian food products.
 
Further, the Ministry of Food Processing Industries(MoFPI) is implementing a Centrally Sponsored Scheme-PM Formalisation of Micro Food Processing Enterprises (PM FME) from the year 2020-21 for providing financial, technical and business support for upgradation / setting up of 2 lakh micro food processing enterprises based on One District One Product (ODOP) approach. The scheme is being implemented for the period 2020-21 to 2024-25 with an outlay of Rs. 10,000 crores.
 
MoFPI is implementing Central Sector Scheme–Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) since 2016. PMKSY provides a big boost to the growth of food processing sector in the country helping thereby the farmers in getting better prices for their produces due to higher demand for agricultural produce by the food processing industries as raw material. It is thus a big step towards increasing the farmers’ income in addition to creating employment opportunities especially in the rural areas, reducing wastage of agricultural produce and enhancing the export of the processed foods.

The Ministry of Statistics and Programme Implementation through a national survey collected data for unincorporated/unregistered enterprises. This latest state-wise survey for unincorporated/unregistered sector is available for the year 2015-16. As per this National Sample Survey (NSS 73rd round 2015-16), a total of 24.59 lakh food processing enterprises in the unregistered segment has been reported. The state-wise break-up is as under:

03 Aug, 2022 News Image Promotion of FPIS FOR Herbal, Horticulture and Floriculture.
In order to ensure overall development of Food Processing Industries in the country, including those based on herbal and horticulture produce, Ministry Food Processing Industries (MoFPI) is implementing Central Sector Umbrella Scheme Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) Scheme. These schemes are, inter alia, intended to reduce post-harvest losses of perishables. Year-wise detail of expenditure made in these schemes since 2019-20 is placed at Annexure.
 
As per latest Annual Survey of Industries (ASI) 2018-19, the total number of persons engaged in food processing sector are 20.05 lakh in registered sector and as per National Sample Survey (NSS) 2015-16 report 51.11 lakh in unincorporated / unregistered sector.

03 Aug, 2022 News Image Capacity of Cold Chains is 32 million MT.
As per a study on All India Cold Chain Infrastructure Capacity (Assessment of Status & Gap), conducted by NABARD Consultancy Services Pvt. Ltd. (NABCONS), that was commissioned by the National Centre for Cold Chain Development (NCCD), under Department of Agriculture, Cooperation and Farmers Welfare in the Ministry of Agriculture & Farmers Welfare, the requirement of cold storage in the country is 35 million MT, while capacity of such storage is around 32 million MT.
 
Though Government is not establishing such facilities on its own, it is implementing various demand driven schemes like Pradhan Mantri Kisan Sampada Yojna (PMKSY), and Mission for Integrated Development of Horticulture (MIDH), for extending financial support for setting up of such facilities by individuals/ entities who come forward with eligible proposals as per respective scheme guidelines.

The government has reiterated that there is no shortage in the wheat stock in central pool.
 
In a written reply in Lok Sabha on Tuesday, Narendra Singh Tomar, Union Minister for Agriculture and Farmers Welfare, said the actual stock of wheat was 285.10 lakh tonnes (lt) as of July 1 against the buffer norm of 275.80 lt.
 
To another question, he said wheat procurement in the current season—rabi marketing season (RMS) 2022-23 (crop season 2021-22)—for central pool was 187.94 lt (up to July 28).
 
He said the procurement of wheat has fallen due to higher purchase of wheat by traders as market price of wheat had shot up due to prevailing international geopolitical situation. 'Moreover, if the farmer gets better price in comparison to MSP (minimum support price), they are free to sell their produce in open market,' he said.
 
Coarse cereals
To a separate question on the production of coarse cereals, the Minister said the ‘National Food Security Mission – Coarse Cereals’ is being implemented with the objective of increasing production of coarse cereal through area expansion and productivity enhancement in the identified districts of the country.
 
Under ‘NFSM-Coarse Cereals’, maize is being cultivated in 237 districts of 26 States and two union territories—Jammu and Kashmir, and Ladakh—and barley in 39 districts of four States of the country.
 
India produced 506.96 lt of coarse cereals during 2021-22 (as per the third advance estimates) against 513.23 lt in 2020-21 and 477.48 lt in 2019-20.
 
During 2021-22, Karnataka topped in the production of coarse cereals with 75.53 lt was followed by Rajasthan at 72.89 lt.
 
Rajasthan had topped in the production of coarse cereals during the previous two years. In 2020-21, Rajasthan produced 83.60 lt of coarse cereals. Karnataka’s production stood at 79.31 lt during that year. The production figures for Rajasthan and Karnataka stood at 73.33 lt and 68.13 lt, respectively, during 2019-20.

03 Aug, 2022 News Image India s merchandise export in April -July 2022-23 was USD 156.41 billion with an increase of 19.35% over USD 131.06 billion in April -July 2021-22.
India has achieved merchandise export of USD 35.24 billion in July 2022, almost at similar levels of USD 35.51 billion in July 2021. This has been achieved despite measures to control inflation (Iron Ore & Pellets, Iron and Steel, Petroleum Products, etc.) and the continued disruptions of supply chains due to Covid and Russia-Ukraine conflict.
 
Value of non-petroleum exports in July 2022 was 29.82 USD billion, registering a positive growth of only 0.48% over non-petroleum exports of USD29.67 billion in July 2021. The cumulative value of non-petroleum exports in April -July 2022-23 was USD 123.90 billion, an increase of 10.3% over USD 112.32 billion in April -July 2021-22.
 
Value of non-petroleum and non-gems and jewellery exports in July 2022 was USD 26.54 billion, registering a positive growth of 1.24% over non-petroleum and non-gems and jewellery exports of USD 26.21 billion in July 2021. The cumulative value of non-petroleum and non-gems and jewellery exports in April -July 2022-23was USD 110.39 billion, an increase of 10.73% over cumulative value of non-petroleum and non-gems and jewellery exports of USD 99.69 billion in April -July 2021-22.
 
India’s merchandise import in July 2022 was USD 66.26 billion, an increase of 43.59% over USD 46.15 billion in July 2021. India’s merchandise imports in April -July 2022-23 was USD 256.43 billion with an increase of 48.12% over USD 173.12 billion in April -July 2021-22.
 
Value of non-petroleum imports was USD 45.13 billion in July 2022 with a positive growth of 33.74% over non-petroleum imports of USD 33.74 billion in July 2021.The cumulative value of non-petroleum imports in April -July 2022-23was USD 174.39 billion, showing an increase of 34.35% compared to non-oil imports of USD 129.81 billion in April -July 2021-22.
 
Value of non-oil, non-GJ (gold, silver & Precious metals) imports was USD 38.44 billion in July 2022 with a positive growth of 42.88%over non-oil and non-GJ imports of USD 26.9 billion in July 2021.Non-oil, non-GJ (Gold, Silver & Precious Metals) imports in April -July 2022-23 was USD 147.55 billion, recording a positive growth of 36.93%, as compared to non-oil and non-GJ imports of USD 107.75 billion in April -July 2021-22.
 
The trade deficit in July 2022 was USD 31.02 billion, while it was 100.01 billion USD during April -July 2022-23.

03 Aug, 2022 News Image 2177 FPOs onboard eNAM Trading Module.
Government had launched FPO trading module during Covid-19 pandemic to enable FPOs to upload their produce from collection centres/ farm gate with picture/ quality parameter for online bidding without physically bringing their produce to the mandis. So far, 2177 FPOs have been onboarded on National Agriculture Market (e-NAM) platform.
 
Under the e-NAM scheme, Government of India is providing assistance upto Rs 75 Lakh per mandi for related hardware/ infrastructure including for quality assaying equipments and for creation of infrastructure like cleaning, grading, sorting, packaging and compost unit etc. An established quality assaying lab in e-NAM mandis is a requisite for Agricultural Produce Market Committees (APMCs) that assess and certify the quality of produce, which helps famers in getting prices commensurate with quality of their produce. Further, provision has been made in FPO trading module wherein FPOs can upload their produce from collection centres/ farm gate with picture/ quality parameters.
 
Under the scheme, various training & awareness programmes are conducted for farmers, traders and other stakeholders for successful implementation of e-NAM.
 
Further, following measures have been taken to strengthen assaying under e-NAM:
 
Trading parameters for 193 agricultural and horticultural commodities such as cereals, pulses, oilseeds, fruits & vegetables, spices, flowers and fiber crops have been provided on e-NAM platform.
Platform of Platforms module (PoP) has been launched to integrate the various platforms of service providers operational in Agri Value Chain with e-NAM. Under PoP, various service providers including Quality Assayers are empanelled for the benefit of stakeholders.
Multilingual (12 languages) trade portal and robust mobile app is available free of cost for all stakeholders, through which stakeholders can track progress of respective lots online (Sampling, Quality assaying certificate, e-bidding, bid declaration, e-payment etc).
AI based assaying equipments have been integrated with e-NAM platform.
 
On 14th July, 2022, the Department of Agriculture & Farmers Welfare launched the Platform of Platforms (PoP) under e-NAM which involves integration of various service providers platform/ on boarding of service providers such as trading, transportation, sorting, grading, Fintech, warehousing and other aspects of value chain etc. to enhance farmers accessibility digitally to multiple number of buyers, service providers etc. PoP will enable Farmers, FPOs, Traders and other stakeholders to access a range of services offered by multiple service providers, thereby increasing choice to the stakeholders.
 
Further the e-NAM platform is made interoperable with Rashtriya e-Market Services Private Limited (ReMS) platform of Government of Karnataka which will facilitate famers of either platforms to sell their produce in other platform thereby increasing their market access.

As per the latest Annual Survey of Industries (ASI) 2018-19, total number of food processing units were 40,579 in the registered sector. In addition, as per the 73rd round of National Sample Survey (NSS) 2015-16, 24.59 lakh number of enterprises were in the unincorporated/unregistered food processing sector. The State-wise details of registered and unincorporated food processing units are attached at Annexure.
